Navigating Change: Evaluating Transport Reforms and Public Safety
South Africa’s transport sector is undergoing a long-overdue transformation. The Department of Transport, underpinned by the National Land Transport Amendment Act, is attempting to realign the sector towards greater safety, efficiency, and integration. However, execution remains a major stumbling block.
Public transport, especially the minibus taxi industry, remains under-regulated and often unsafe, yet it is the backbone of daily commuting for millions. The department’s failure to assert stronger control over this sector has resulted in ongoing conflicts, particularly in provinces like the Western Cape. Furthermore, rail infrastructure remains in disrepair, with service disruptions, cable theft, and vandalism crippling productivity.
While plans to invest in integrated transport systems and expand passenger rail services are commendable, more effort must be directed at enforcement, operator training, and community engagement. Partnerships with municipalities and the private sector must be prioritized to bring innovation and funding into the fold.
The Department of Transport must recognize that improving mobility is not just about roads and railways — it’s about restoring public confidence, reducing accidents, and enabling equitable access to economic opportunities.
